The Government announces a Provisional Measure with a financial line of R15 billion for companies in Rio Grande do Sul – Ministry of Finance – Worth Rich

The Federal Government announced, this Wednesday (29/5), a package of measures to help economic recovery in Rio Grande do Sul, which has been affected by recent weather events. The package includes a new financing of 15 billion dollars, through the National Bank for Social Development (BNDES), for public companies, in addition to other means of support for various sectors. The Provisional Article (MP) granting financing lines to companies in Rio Grande do Sul was signed by President Lula. Participating in the ceremony in Palácio do Planalto, Brasília, were the vice president Geraldo Alckmin, the chief secretary of Finance, Dario Durigan, the executive secretary of the Civil House, Miriam Belchior, and the ministers of Transport, Carlos Favaro, and of Science and Technology, Luciana Santos.

“We have made it a point to work to free resources, because people need money to buy at least what they need and we know the difficulties, so we have a responsibility to help Rio Grande do Sul to recover. This is our commitment to the people of Rio Grande do Sul,” said President Lula. “What we are doing is repeating what we said 30 days ago: Brazil owes a lot to Rio Grande do Sul, which is a region closely related to our history, economy, culture, politics (…) and to it. it was not worth what happened. So we have a responsibility to help people recover,” added Lula.

In agreement with the president, Miriam Belchior highlighted the motivation of the Federal Government in response to the crisis of Rio Grande do Sul, saying that “the agenda of the Federal Government is completely taken up by the current aid to Rio Grande do Sul”. Belchior highlighted “nationwide unity” and thanked all services involved.

“Each ministry draws a map of the municipalities to see the important needs to rebuild the infrastructure of the state, be it houses, highways, schools, health centers, hospitals – if I am not mistaken, we had 12 hospitals that were destroyed in this disaster – residential areas. , quilombola areas, in short, infrastructure surveys. And especially, of course, including thinking about what solutions to plan so that a situation like this, a tragedy like this, does not happen again. Therefore, the Federal Government has already been assembled for this new section of Rio Grande do Sul that we will have to face”, explained the secretary after looking at this first month, after the beginning of this crisis.

In his speech, Dario Durigan detailed the measures. According to him, the main highlight of the package is the creation of a new credit line of R $ 15 billion, provided by BNDES to companies in Rio Grande do Sul, including large companies. This route is divided into three ways: the purchase of machinery, equipment and services; financing, which allows financing of personal projects, including public construction works; and emergency operating expenses.

“There are three main lines. The first of them is the line that pays for the purchase of machinery, equipment and services that will have a base rate of 1% and a. spreading banking that depends on the situation of each company”, he explained. The second line, according to Durigan, “is even more impressive because it is a financial line that can cover the construction of society. “And at a very low rate of 1% and spreading which will be determined according to each job. It has a long term of 120 months and a long grace period of two years,” said the chief secretary.

The third line, aimed at working capital, aims to meet the immediate needs of companies. Contingency working capital has rates ranging from 4% to 6% per annum, more spreading banking, depending on the size of the company (Small, Small and Medium Enterprises – MSME or large companies), with terms up to 60 months and a grace period of 12 months.

Productive investment lines, which include the purchase of machinery, equipment and services, as well as the financing of projects, have a maximum limit of R300 billion per project. For emergency working capital, the limit is R50 million for Micro, Small and Medium Enterprises (MSME) and R400 million for large companies.

Non-Pronampe cooperatives

The package also includes measures to increase access to credit in various sectors. Credit unions are now able to work in the National Support Program for Small and Medium Enterprises (Pronampe), increasing economic power and access to credit for MSMEs. An additional contribution of R600 million dollars to the Guarantee Fund of the Constitutional Fund of Rio Grande do Sul (FGO) aims to guarantee the operation of rural loans for small and medium farmers, to facilitate access to credit for those who are unable to obtain money, the National Program for the Strengthening of Agriculture for Families (Pronaf) and the Program National Support for Medium-sized Rural Producers (Pronamp).

Durigan emphasized the government’s attention to the needs of farmers in Rio Grande do Sul. “Answers have been provided. For farmers, almost all requests were met, including the suspension of debts or installments and the introduction of new credits with low interest. We are always open to new requests, we receive demands and evaluate them to finally meet new requests,” he said.

Minister and vice president Geraldo Alckmin emphasized the government’s response to the climate crisis in Rio Grande do Sul, highlighting “the mobilization of the greatest resources in history to rebuild the country of Brazil”.

With the aim of promoting innovation and economic recovery in Rio Grande do Sul, the Federal Government, through the Ministry of Science, Technology and Innovation (MCTI), has announced a new credit line of up to R1.5 billion, managed by the Studies and Projects Financing Agency ( Finep). The line of credit, with an interest rate of TR + 5%, prioritizes small, small and medium-sized companies, allocating part of the resources to this segment. The approval of funds will be done by financial institutions, such as credit cooperatives, Banrisul and BRDE.

To be eligible, companies must demonstrate a history of innovation, having received funding from Embrapii, BNDES, Lei do Bem or Finep in the last 10 years. This initiative aims to strengthen companies that have already demonstrated the potential for technological development and innovation, which contribute to the revitalization of the state’s economy.
